These articles primarily address offshore wind power, some are general to both inland and offshore wind power. They are organized by topic and include peer-reviewed journal articles and chapters in books. Due to copyright restrictions, many of the peer-reviewed, published articles are given here as a proof copy, possibly with some typographical errors, or as a link to the journal--the latter may require a subscription or payment to access the full published article. If an article is Open Access, anyone may download without payment. Public Testimony

Jeremy Firestone submitted a comment in January 2014 to the Delaware Department of Natural Resources and Environmental Control (DNREC) regarding DNREC’s proposed rule to implement Renewable Energy Portfolio Standards Cost Cap Provisions, 17 DE Reg. 600 (12/01/13). This comment followed written comments filed in 2012 as part of Professor Firestone’s participation in a workshop on the development of the proposed rules.

Jeremy Firestone; James Corbett and Kateryna Samoteskul submitted a comment to the United States Coast Guard on its proposed Atlantic Ocean “Port Access Route Study,” Federal Register Vol. 76, No. 91 (May 11, 2011). Our comment recommend the Cost Guard analyze whether having ships transit farther offshore and building wind projects in the vacated space offshore would result in net societal benefits. We subsequently did the analysis for the mid-Atlantic. Published doi:10.1016/j.jenvman.2014.03.026.

Jeremy Firestone, Willett Kempton, Alison Bates, Dawn Kurtz Crompton, and Bruce Williams submitted a comment to the United States Army Corps of Engineers’ (USACE) Proposal to Reissue and Modify Nationwide Permits, 76 Federal Register 9174-9207 (February 16, 2011). Our comment concerned the proposed Nationwide Permit B for water-based renewable energy generation pilot projects (NWP B).

Jeremy Firestone, Heather Thompson and Dawn Kurtz Crompton submitted a comment to Senators Bingaman and Murkowski on policy design of a Clean Energy Standard (March 21, 2011). Senator Bingaman was the Chair, and Senator Murkowski, the Ranking Minority Member of the Senate Energy and Natural Resources Committee.

Jeremy Firestone submitted a comment in 2010 to National Oceanic and Atmospheric Administration (NOAA) concerning the State of Delaware’s request to broaden its authority to consider offshore alternative energy, including offshore wind power, and the scope of its jurisdiction under interstate consistency certification.

Responding to: Advance Notice of Proposed Rulemaking (ANPR). Note: This is a good short summary of resource and U.S. policy issues regarding alternative energy on the OCS, with concentration on offshore wind.

Kempton and Firestone, Comments on Blue Ribbon Panel Interim Report on Offshore Wind Power (13 Feb 2006). In the words of another commentator, an amazingly tight, analytical, yet scathing review of the Interim Report. The Final Report was massively revised, and ultimately resulted in preliminary environmental studies and an RFP for a 350 MW facility.
